President Vladimir Putin signed a decree that determined the structure of the Federal National Guard Forces (Russian Guard). The structure of the federal service will include the central staff of the Russian Guard, even districts that correspond to the borders of the federal districts and territorial bodies in every region of Russia.
PRESIDENT VLADIMIR PUTIN DETERMINED THE STRUCTURE OF THE FEDERAL NATIONAL GUARD FORCES
On September 3, President Vladimir Putin signed a decree that determined the structure of the Federal National Guard Forces (Russian Guard). Senior Deputy Director of the federal service Sergei Melikov reported this at a briefing on Tuesday. According to this document, “The structure of the federal service will include the central staff of the Russian Guard, even districts that correspond to the borders of the federal districts and territorial bodies in every region of Russia.” Military units will be subordinated to command of the districts and territorial bodies of the Russian Guard will command forces of OMON and SOBR, extra-departmental guard and licensing bodies that control civil weapons of private individuals and organizations. All these forces and means were in the structure of divisions of the Interior Ministry in the regions in the past.
According to Melikov, the matter of equalizing of social guarantees for all servicemen of the Russian Guard is also important. A part of them are military and a part are policemen. The already exiting social benefits for all servicemen will be preserved now and by the end of 2017 the former policemen will receive the same benefits as the military, the Deputy Director of the Russian Guard reported.
According to an employee of the central staff of one of the law-enforcement agencies, there are grounds to presume that by the end of the next year the main matters of functioning of the Russian Guard will be settled and it will become fully functional. Nonetheless, new problems keep coming to surface in the course of establishment of the new federal service. It is known that extra-departmental guards, especially in small town where police has been reduced too much, solve a big quantity of crimes. These solved crimes are attributed to the extra-departmental guards and their quantity is one of the main criterion for evaluation of work of the law-enforcement agencies despite all reforms, the source tresses. A solved crime is registered as being solved by some unit when a card about it comes to the information analytical center of the local division of the Interior Ministry. If this system of registration of the Russian Guard and Interior Ministry remains the same the ugliest conflicts between the extra-departmental guards and police units that remain subordinated to the Interior Ministry are possible on the grounds of division of the solved crimes, the source forecasts.
