RUSSIAN FARMERS HOPE TO BUY HARDWARE WRITTEN OFF FROM THE ARMY AT PRIVILEGED PRICES

Alexander Shipulin, member of the commission of the Public Chamber for matters of agricultural sector and development of countryside territories, prepared an address to the Defense Ministry with a request to grant a possibility to farmers to buy the hardware written off from the army at privileged. Prices. For example, he meant trucks, all-terrain vehicles and mobile repair workshops.

Shipulin said:

– Purchase of the hardware necessary for agricultural work constitutes an impressive part of expenses of farmers and whereas for big enterprises these are affordable expenses, for small and medium businesses this is often an unbearable burden. In the framework of AgroMania action of the Public Chamber we received a proposal to make life easier for many farmers on account of the hardware written off in the army and prepared an address to the Defense Ministry on its basis.

The address to Defense Minister Sergei Shoigu says that judging by addresses of countryside entrepreneurs to the Public Chamber agrarians have deficit of the hardware necessary for them for agricultural work. The author of the address adds, “The matter is exclusively about the hardware that is really necessary for agrarians for agricultural work. Its provision could make the process of production of agricultural products much easier and contribute to steady growth of this sector of the economy.”

The public activist explains that in case of positive reaction of the ministry the Public Chamber would be prepared to participate in discussion of the list of written off military hardware that may be transferred to farmers at a privileged price or free of charge.

Deputy chair of the committee of the Duma for agrarian issues Nadezhda Shkolkina explains that if the hardware available at depots of the Defense Ministry gives an additional momentum to development of agriculture the committee will definitely support the initiative.

The Defense Ministry reports that the ministry sells the written off military property through the system of electronic auctions and along with secondhand hardware there are also some models that have been operated little and may serve the new owner well.

Dinara Useinova, deputy general director of the Russian Auction House, the organization authorized by the Defense Ministry to organize auctions, said:

– The written off military property is sold through a system of electronic auctions. Mostly trucks, military ZIL and GAZ, as well as cars but there may also be tractors and road equipment.

According to her, the Defense Ministry does not set a task of earning money on sale of written off hardware (due to this circumstance, the price of the hardware sold in the framework of forum show Army-2016 will be lowered by a few tens of percent in comparison to the similar auction of the last year). For example, starting price of VAZ-2114 produced in 2007 will amount only to 80,000 rubles. ZIL-121 trucks made in 1985 will be offered for sale at a starting price from 16,000 to 31,000 rubles. Along with this, the pitch of the auction will amount only to 300 rubles.

The specialist explains:

– Condition of the automobiles is different. Along with the second hand ones there are also models that have bee operated little and can serve a new owner well. We help the military to sell this property quickly to vacate premises for new hardware. The assets have attractive prices and are sold by the method that is the simplest and most convenient for the buyer, namely at an electronic auction. According to recommendation of the ministry, if there is no interest in the object we also use the method of Dutch auction for sale. This is an auction when price of property is lowered in the course of a trading session until appearance of a candidate willing to buy it. Along with this, the minimal possible lowering is 50% from the starting price. A big quantity of everyday army items will also be sold. These are field kitchens, thermos flasks, tableware and written off uniforms that will be sold at quite acceptable prices.
