Meeting of top-ranking officials of the Defense Ministry took place in Moscow under supervision of Defense Minister Army General Sergei Shoigu.

Meeting of top-ranking officials of the Defense Ministry took place in Moscow under supervision of Defense Minister Army General Sergei Shoigu.

The meeting with participation of representatives of the state power bodies and public organizations and top-ranking commanders of the Armed Forces was dedicated to discussion of the course of fulfillment of the plan of activities of the Eastern Military District for the period between 2016 and 2020 taking into account prospects for stationing of troops on the Kuril Islands and plan of activities of the Airborne Forces for the period between 2016 and 2020. Participants of the meeting also discussed the course of further development of the early warning system. Agenda of the meeting also included matters related to improvement of the structure of military police and approval of typical standards for objects (constructions) of the Defense Ministry.

For example, Army General Shoigu reported that in 2016 the Airborne Forces would receive more than 2,000 units of modern armament. Formation of three new reconnaissance battalions and six tank companies will be completed in the Airborne Forces by that time. Shoigu reported, “Three airborne assault brigades were included into the Airborne and five reconnaissance battalions were created. Formation of three new reconnaissance battalions and six tank companies will be completed this year.”

He adds that active rearming of troops is underway.

The minister said, “In the last four years, the Airborne Force received more than 3,000 units of new and modernized models of armament and military hardware. This year, it is planned to supply more than 2,000 units of armament and modern hardware more.” He added that intensity of training of troops grew by 17% and manning of the Airborne Forces with contract servicemen grew more than twofold. Shoigu added, “Along with this, work is being done not only on increasing of combat potential of the Airborne Forces but also on development of objects of infrastructure, system of material and technical procurement and training material base.”

He also says that radar stations of high ex-works readiness stationed in Irkutsk and Kaliningrad in the framework of the early warning system cope with the tasks of detection of ballistic missiles successfully. Shoigu announced, “Obtaining of operational and reliable information about launches of ballistic missiles is one of the most important factors for provision of national security.”

According to him, the early warning system monitors the missile and space situation in all strategic directions with required reliability. The minister stressed, “Radar stations of high ex-works readiness put on combat duty in 2015 in Irkutsk and Kaliningrad fulfill the tasks of detection of ballistic missiles in their sectors of responsibility successfully.”

Army General Shoigu also says that the Defense Ministry saves billions of rubles during construction of new objects due to use of typical projects and new technologies. He stated, “It was possible to achieve this partially through use of typical projects and implementation of new technologies. Thus, use of repeated projects allows reduction of the time of surveying and designing by 30% and expenses on them by not less than 5 billion rubles per year, which is especially important in conditions of budget limitations.” According to him, in the last four years the scale of military construction grew significantly and almost 2,000 objects were put into operation.

In 2018, it is planned to form a coast defense division in the Chukotka operational direction. The Defense Minister reminded that at the meeting of top-ranking officials of the ministry in July of 2015 it was decided to create a unified system of coast defense from the southern coat of Primorsky Territory to the Arctic. This system will control strait zones of the Kuril Islands and Bering Strait, cover the routes of deployment of forces of the Pacific Fleet in the Far Eastern and Northern sea zones and will also increase combat stability of the maritime strategic nuclear forces. This system is created in accordance with the plan of activity of the Eastern Military District for the period between 2016 and 2020 that implies stationing of troops on the Kuril Islands, the Defense Minister explained. He reminded that since April until June of 2016 the Pacific Fleet conducted an expedition on the Kuril Islands of Matua and Paramushir to study possibilities for stationing of troops on the islands.

Creation of new military police units is on agenda now. The Defense Minister said, “Due to organization of new military units and formations, as well as due to changing of places of stationing of troops there appeared a need to reinforce and in some cases to create additionally military police units.” According to him, analysis of its organizational structure was already conducted and proposals were prepared for further development of military police.
