Pamfilova’s logic is impressive. She says that there are three levels of human rights protection in the country – judicial, non-judicial (Presidential Administration, the institution of Presidential Envoy for Human Rights, Prosecutor’s Office, Justice Ministry), and public. Every one of them requires renovation, and the Presidential Commission for Human Rights should participate in the processes.
