SUMMARY:

Poor organization of service is what the naval command refuses to admit. Its reaction from fleet commander up to the defense minister was typical and easily predictable – it is always external enemies that are to be blamed, and all Russian commanders are lily-white.

Paradoxically, almost half of Ilya Klebanov’s commission comprises the officials potentially guilty of (and therefore involved in) the death of the Kursk.

Nobody up there is really interested in getting to the truth. It means catastrophes will continue.
